How the Ontario Amber Alert Incident Happened
On the afternoon of October 21, 2025, Peel Regional Police, on behalf of the Ontario Provincial Police, issued an Amber Alert regarding a one-year-old girl who was last seen in Brampton..
The incident began around 2:00 PM in the parking lot of a shopping mall in Brampton, near Queen Street East and Airport Road.
The suspect, 38-year-old Anthony Deschepper, allegedly shot and killed a woman at the scene, in what was later believed to be a domestic violence incident, as reported by CBC.
"So far, we know that there was a female victim who is now deceased involved, this male who is outstanding and the child who was in the back seat of the vehicle. Given the totality of situation, we believe this to be an intimate partner-related incident," Khatra said.
After the shooting, Deschepper fled in a black 2024 Nissan Kicks with Quebec license plate FRV4520, with his one-year-old daughter in the back seat.
However, Anthony Deschepper, the suspect in the shooting and kidnapping, remains at large and is considered armed and dangerous.
What Is Amber Alert?
An Amber Alert is an emergency child abduction warning system designed to solicit the public's assistance in locating abducted children.
The system fosters a vital partnership between law enforcement agencies, media broadcasters, and the wireless industry for rapid response.
The system is named in memory of Amber Rene Hagerman, a nine-year-old girl who was abducted on January 13, 1996, in Arlington, Texas, and found dead four days later.
The acronym AMBER also stands for "America's Missing: Broadcast Emergency Response," which reflects the system's primary purpose. T
The primary purpose of an Amber Alert is to immediately mobilize the community to help locate and safely recover a missing child.
These alerts are designed to quickly notify the public when a child has been abducted and is in danger, serving as "additional eyes and ears for law enforcement."
According to the U.S. Department of Justice, approximately 75% of children abducted and murdered by strangers die within the first three hours of their abduction.
The Amber Alert system has proven highly effective in saving children's lives, more than 800 children have been rescued thanks to this alert system since its launch.
How Amber Alert Works
General guidelines recommended by the U.S. Department of Justice and used in many countries include:
- Law enforcement must confirm that an abduction has occurred.
- The child is 17 years of age or younger, or has a proven mental/physical disability.
- The child is at risk of serious injury or death.
- Sufficient descriptive information about the child, the abductor, or the abductor's vehicle is available to assist in their safe recovery.
- The alert must be issued within a reasonable time of the child's abduction or disappearance.
Amber Alerts are distributed through various channels, including commercial and public radio stations, internet radio, and satellite radio.
Alerts are also broadcast on television and cable TV stations using the Emergency Alert System (EAS).
Additionally, text messages are sent to mobile devices via the Wireless Emergency Alert (WEA) System and displayed on electronic traffic signs and commercial billboards.
Information typically included in an Amber Alert is the name and description of the abducted child, a description of the suspected abductor, and the description and license plate number of the suspect's vehicle, if available.
