Mike McLusky, as the "Mayor" of Kingstown, finds his control threatened by these new players.
He must navigate the inevitable gang war, desperately trying to prevent them from engulfing the entire city in even greater chaos.

New Character Debuts and Returning Cast
Mayor of Kingstown Season 4 introduces several new faces who will add to the dynamic of the story.
Veteran actress Edie Falco joins the cast as Nina Hobbs, the tough new warden at Anchor Bay Correctional Facility, bringing a different approach to prison management.
Additionally, Lennie James plays Frank Moses, a brutal and mysterious character who emerges with a significant impact from the very first episode.
Laura Benanti also appears as Cindy Stephens, a new guard who will interact with the Kingstown criminal underworld.

The premiere episode of Mayor of Kingstown Season 4, titled "Coming 'Round the Mountain," opens with a particularly brutal and shocking scene.
New character Frank Moses, played by Lennie James, is seen tying four men to train tracks.The four men are then decapitated by a passing train, demonstrating an extreme level of cruelty.
The tattoos on the victims' bodies indicate they were part of a Russian gang, implying someone is "cleaning up" Konstantin's mess.
Kyle McLusky (Taylor Handley) faces the consequences of his actions at the end of season three, in which he shot Robert.
He accepted a two-year prison sentence, with the potential for release in six months with good behavior.
Upon arrival at Anchor Bay Prison, Kyle is immediately attacked by an inmate, suffering multiple broken bones.
Ironically, he is unable to go to the hospital for fear of another attack, and later hears Merle Callahan, the leader of the Aryan Brotherhood, speaking to him from the next cell.
Meanwhile, Mike McLusky (Jeremy Renner) immediately meets with the new warden, Nina Hobbs, to discuss Kyle's protection.
However, Hobbs, known for his assertiveness, rejects Mike's offer of a quid pro quo deal, insisting that he will run the facility his own way.
The conflict in Kingstown escalates with the attack on Bunny (Tobi Bamtefa).
He is attacked on the street by a rival gang, a bold move that demonstrates their ambition to eliminate Bunny and seize power on the streets.
Although Bunny survives the attack, the incident indicates that his life will remain in danger throughout the season.
Bunny admits that he lost many of his men in the shootout and now has many new members in his crew.
